automoc4: changed build priority (128.400 -> 127.010)

Note:

As automoc4 depends on Qt and its duty is to generate Cmake projects
auto of Qt moc files, it is a good idea to build it right after we
build Qt itself, so other Qt packages have automoc4 available.
