sqlite: disable tcl interface if there is no tcl available in the target (see note)

Note:
The sqlite-amalgamation tarball we use seem to not include the TCL extension
anymore, so this fix is a kind of hotfix!
We should check http://sqlite.org/amalgamation.html later for deciding how we
are going to integrate sqlite into OpenSDE.
