Since 2.11.x gnutls is supporting 2 cryptographic backend libraries:
1. nettle (default)
2. libgcrypt
The gnutls package within opensde was changed to reflect those changes.
As nettle is the official default crypto library we only enable gcrypt
support if nettly is not available.

Note:
Historicaly we have 3 different libchipcard packages which is not really
needed anymore, so I renamed _our_ latest package (libchipcard3) to
libchipcard, completely replacing the very ancient version we had inside
of that package.
libchipcard2 will be dropped as well but not within this commit, and the
the remaining libchipcard package updated to a recent upstream version.

snort: changed to not install "community rules" (see note!)

Note:
There are no "community" rules available anymore (since snort > 2.4), so
it makes no sense to install the old rules!
If someone needs the official Snort rules from Sourcefire he/she has to
install them from cmdline or through the supplied tools.
It is up to the final user to decide what kind of rules he/she wants to
use ("Subscriber Release" or "Registered User Release").
Further infos about the official Snort rules can be found here:

As a replacement for the former community rules we should package the open
rulesets from emergingthreats.net which are available under the terms of the
GPL: http://rules.emergingthreats.net/open/
