libpng: changed to build at toolchain stage if requested

Note:
This is needed as we need a fairly complete EFL stack to build edje. We need
edje_cc capable to run on the build host to "compile" default edje theme files
which are shipped with most EFL based applications.
libpng itself is needed to get png loaders build within the EFL stack, which
is needed to handle png graphics when "compiling" the default theme using
edje_cc.

Seems that since MAGIX AG bought Xara Group Ltd. there is no budget for
developing the OSS vararian xaralx anymore, and according to Wikipedia:

lprof: moved into attic because it is qt3 only (see note!)

Note:
The last official release of lprof is qt3 only, and development seems to be
stalled. The nearly 3 years old cvs version is using qt4 but is relying on
qt-assistant which got deprecated with qt 4.7.
Thus the only way to re-activate this package is to package the qt-assistant
compatibility package and to use the CVS version of lprof!
