We need to change the build priority of the gstreamer package so it gets build
before the wxwidgets package, which shouldn't be a problem because the gstreamer
core only depends on glib and libxml2.

Note:
metamail is a kind of dinosaur of a package, and because there seems to be
no official development going on upstream, and the formerly download
location seems to be pretty dead, I switched to the source tarball provided
by debian which itself includes more tools. Besides that I removed all
patches we had locally and incorporated the official debian patchset.

Note:
Historicaly we have 3 different libchipcard packages which is not really
needed anymore, so I renamed _our_ latest package (libchipcard3) to
libchipcard, completely replacing the very ancient version we had inside
of that package.
libchipcard2 will be dropped as well but not within this commit, and the
the remaining libchipcard package updated to a recent upstream version.
